Regarding using EAP 6.1 alpha, there are known issues with trying to run on windows. A lot of those issues where fixed by the time it went GA. But the .bat scrips had issues.
Yes, that confirms that it is Teiid Designer 9. It would be best if you could use a later Teiid so that you can be on EAP 6.3 Alpha. As Van indicated it's probably a better starting point. Beyond that as long as you have opened the port and updated the configuration you should able to make a connection. You should be able to confirm from the log that Teiid is running and listening on the given port. You can also try running something else on port 31000 to see if it is remotely accessible to confirm that is working correctly.
