I use NetBeans 7 for my own development on AS7 but I never bother with adding a server. I do everything through Maven so I can run from the command line or IDE. Then I rely on the NetBeans Maven support.

6,5,4 probably all use legacy MainDeployer, which is exposed remotely via JMX, hence same distribution mechanism for all 3 platforms / versions.
Where AS7 doesn't have this legacy hook exposed (it actually doesn't exist), hence completely new mechanism needs to be implemented in NB.
But since AS7 has many useful hooks - CLI, JavaAPI, http, ... - this should be easy to add by NB team.

Adam Bien is an influential NetBeans community member.
If he notices AS 7 enough to post about it, then he might push NetBeans IDE towards AS 7 support.
