how does one get Dev Studio to actually use the proxy settings?

Using JBoss Developer Studio 9.0.0 and trying to install the integration stack (to get data virtualization), but Software/Update fails with the following:

Unable to connect to repository https://devstudio.redhat.com/9.0/stable/updates/content.xml

Connection timed out: connect

I've entered my proxy server name/port for HTTP and HTTPS in Network Connections, but it doesn't work.

How does one get Dev Studio to actually use the proxy settings?

I don't use a proxy so I can't be sure what will work for you. That said, here's some general advice:
