first you hit a bug [WINDUP-714] Windup --listTargetTechnologies shows "Spring" as the only target technology - JBoss Issue Tracker
Secondly, source and target technologies are metadata stored in Windup rules, so if you have rules without such metadata you won't see it on CLI. Windup brought this feature in 2.2.0.Final, but it had have some bugs. If you can, check the current 2.3.1-SNAPSHOT windup distribution build yourself -> Dev Build from Source · windup/windup Wiki · GitHub
