What is the best way to support anonymous users? Can anyone share a receipt?

The Errai KC integration doca state that it is not possible to have security constraint with authentication only. Since I want to support anonymous users, I do not even have authentication! Is there a way to use declarative security at all, both in Errai client and server modules
