How define global parameters in my application

Hi I want to define some global parameters in my application for example, the place where the layouts are located,

Which is the best way to do this ?, for example:

define a .properties file. How load this file in seam and How can I access the properties?

In our application we load a properties file using commons-configuration and put that into the application context. Then it's available anywhere that context is available which is essentially everywhere.
