I'm also facing the same problem.
Actually it seems plain skin is not packed as other skins (look in richfaces-components-ui-4.2.1.Final.jar:/META-INF/resources/org.richfaces.staticResources/4.2.1.Final/Packed/, all skins but plain one are available).
Is there any reason why plain skin is not packed ?
I tried with NULL skin but it still have some css attribute I don't want (like background-color on popup).

Could you please file a issue that that plain skin isn't packaged with rest of skins
and additionally, could you please try if the plain skin works fine even though there are exceptions during build?

You can add skin to the build by adding single line here:
https://github.com/richfaces/components/blob/develop/dist/static-resources/pom.xml#L166
and you can build then richfaces-component-api.jar and richfaces-components-ui.jar using command:
mvn clean install from inside
component/dist directory

I filled a request:

Generating plain skin manually is working (despite the warnings) but resulting css is referencing missing images, which produces a lot of not found, and a lot of useless request (ironic for resources optimization ;-) ).
