If you did not build the server yourself, but instead you installed the binary distro, it will not have the license file; in which case you can use the one in SVN found in this directory:
http://svn.rhq-project.org/repos/rhq/trunk/modules/enterprise/server/container/src/main/license/ -

I download the trunk of both (RHQ and Jopr) from SVN and according you has saw I found a licence file only in RHQ/rhq/trunk/modules/enterprise/server/container/src/main/license
but not in Jopr tree.
May be the Jopr package available on JBoss.org doesn't t have the licence file or have a bug.
The license file of RHQ project work for me now!
